Mining In Water Not Working Properly

When you mine underwater, the time it takes to break the block is slow. It is supposed to work that way. However, when on the SURFACE of the water, the time it takes to break a block is also slow. On Java Edition and Console Edition, when on the surface, the mining speed in normal.
