Cross-platform Minecraft v1.2.1 - Required to repurchase skin, texture and mash-up packs

We purchased multiple Mash-up Packs, Skin Packs and Texture Packs while on XBox 360 and Xbox One Minecraft Editions. Some, but not all carreid over for free from 360 to One. I understand that not all packs are currently available due to licensing that is being worked out - but several of the packs we have (such as City Texture, Natural Texture, Fantasy Texture, Halloween Mash-up, Festive Mash-up, etc.) are listed in the new cross-platform edition, but they all seem to require us to purchase them again.

It does not seem right that we have to purchase the same DLC two - and in some cases - three times!
