Hoes take damage when breaking blocks

Problem: While testing the Better Together beta, I noticed my hoes took damage when I broke blocks with it.

Expected Behavior: While breaking blocks with a hoe, the hoe will not take any damage. This has been consistent for the past eight years.

Actual Behavior: The hoe will take damage. I have not confirmed whether it is normal or double damage.

Perhaps this behavior is intended, but it is inconsistent with other versions of the game. I double checked this on the latest Java and Nintendo Switch releases. In those games, hoes take damage only when tilling farmland and when attacking mobs, not while breaking blocks.
