pressing enter on a keybored connected to chat on xbox one with no controler linked does nothing

when using the keyboard an mouse set up on xbox one with no controller linked to the system, and typing in the chat box there is no way to send the message or command it does nothing. only having a controller connected seems to fix this issue but not completely
