setblock not working with tnt's data value

When using setblock to place down tnt with a data value of 1, it SHOULD explode upon hitting it in survival. This is not the case, however, and it simply drops regular tnt. The following command was used:

setblock ~ 4 5 tnt 1 (was used with a command block)
