Some slots in hotbar seem to be binded

As you can see, when I change the block in the sixth slot from bedrock to wood plank, the fifth and the ninth slot also changed. It seems that the fifth, the sixth and the ninth slot are binded.

p.s. I heard that it has been a long time since this bug was found, but until now, it hasn't been fixed yet.
