Growth and Decay Issue

Growth items: wheat, carrots, sugar cane, pumpkins take an an extraordinary amount of time to grow. After 1 hour, items still had not reached full growth.

Also leave decay is slowed. 2 leaf blocks didn't decay, after the tree had been completely chopped down for 30 minutes.
