Top of settings page cut off

Whenever I scroll through the settings, if I were to scroll back up to the top, it prevents you from scrolling all the way to the top, leaving a tiny space for the top to be cut off. For example, if I were to scroll through the video settings, and then scroll back up, the very top of the Brightness slider is unable to be seen, no matter how many times I push my control stick up. A screenshot is included of what I mean by all of this.
