My sugarcane wont grow

it has been more than an hour now and my sugarcane has not grown.
i find this not normal.

i have putted it on sand ,it is by water , it has light and it wont grow.
i believe this may be a bug.
please tell me if i am missing something or if iam just being unlucky.
