Is_game_rule_true and Is_game_rule_false filters don't work

The filters "Is_game_rule_true" and "Is_game_rule_false" don't work in entities

Consequences of this in Vanilla are that endermites still spawn from Enderpearls even when /gamerule domobspawning is true
