When fire charges are thrown out of a dispenser, nothing happens

When you activate a dispenser and add fire charges, it does not do anything. This is not the case.( as dispensers place fire with either flint 'n steel or fire charges

For fire charges to dispense when shot out of a dispenser

Step One
Place a dispenser
Step Two
Open GUI and add fire charges
Step Three
Send a redstone signal
