Texture packs dont work in aeroplane mode with worlds

Hello. I was able to get PureBDCraft to work in the menus (downloading it, installing it, and going to the menus), and then turning on aeroplane mode and going into a world doesnt work. Even if i go into the world menu and install it, it doesnt work.
