Sandstone stairs and quartz stairs, and block variants not available for crafting in survival mode

I thought I could craft sandstone stairs, quartz stairs and quartz block variants in a crafting table or stonecutter.

What actually happened was...:
They are not available in survival

Steps to Reproduce:
1. Open crafting table or stonecutter menu
2. They will not be there in survival...
3. That's about it
