Rename enchanted stuff sometimes cost more levels than 1

When I tried to rename my enchanted pickaxe, it should cost only 1 level if it's the first time I do it but for some reason, it costs 8 levels instead, please help me with this problem, I don't want to waste a ton of levels on just renaming stuff
