Mending enchantment does not repair items and the XP is collected by the Player

While on a Realms server I play on, my buddy and I were trying to repair our items at our skeleton XP farm with mending. We realized quickly that only a small fraction of the XP we received was going toward repairing our item in hand, while the majority was collected by the player.
