Tree leaves when mined by hand dont ever drop saplings.

What i thought would happen was that the tree leaves would drop saplings, but what actually happened was i mined all the leaves off about 20 trees, however i did not receive any saplings. This occurred on birch and i did not try on any other tree. Sorry if it is not a bug though.
