Slabs/Stairs create "Airholes" underwater

Slabs/Stairs/Any half or quarter blocks cause "air pockets" in the other half of the block (shown in the screenshot). This "Bug" just drives me insane when building underwater. (works on all versions with water and stairs/slabs)
