Hotbar becomes disorganized on opening chests

Every time I open a chest all of the items in the hotbar re-arrange with items in the hotbar and items in my inventory. It doesn't matter what chest. Very annoying to have to re-arrange the hotbar every single time I look in a chest. Should be easily replicated. I'm in survival mode if this makes any difference. Thank you for your time!

PS. I want to tag Issue MCPE-20350 as well in this since it is similar except the OS is different.
