Shulker box not comparing correctly

When you have a comparator with full signal strength of 15 entering the sign a shulker box full should admit a signal strength of 16 allowing the comparator to turn on. Currently this only happens with non stackable items. It emits a full signal strength from the comparator when only one stackable item is present.
