Shulkers Do Not Teleport out of Water

Verification builds:
1.1.0.9 Retail

Summary:
Shulkers do not teleport when they come into contact with water, as they do in the java edition. They do not tp even when they start drowning.

Steps to Reproduce:

1. Spawn a shulker
2. Place a bucket of water nearby

Alternatively:

1. Use a shulker spawn egg underwater

Observed Results:
The shulker does not react to the water at all.

Expected Results:
It should teleport away as soon as it comes into contact with water.
