Beacons dont Work Properly/No instamine

Beacons do not work properly, they havent worked since i got the game when 1.0.4 was out. Haste 2 doesnt do anything since there is no instamine, mining even with a shovel doesnt instamine with Efficiency 5 on a diamond shovel, its still one block at a time.

All Issues:
Beacons

• Haste 2 doesnt do anything
• Jump 2 is Jump 1
• Speed 2 is Speed 1
• Generation doesnt help as much as it should

Instamining

• There is no instamine and you can only mine 1 block at a time no matter what.
