Walking/Sneaking very slowly (with a controller) near water with 'Frost Walker' Boots doesn't turn into frosted ice.

Reproduction:
-Equip boots with 'Frost Walker' enchantment (I or II).
-Walk/Sneak very slowly near water sources.

Result:
The water sources don't turn into frosted ice.

NOTE:
This was tested with an Xbox Wireless Controller.
