Using [r=3] breaks command blocks

When placing a cmd block and seting it to repeat, always active and typing a command like /tp @p[r=3] 17 61 799 then it will work nce and then stop although set to always active and repeat. Looking at the output it does not loook like the command isnt working it looks more like the command block isnt activating
