Sign Bug - Cannot Return to Top Line

Verification builds:
1.1.0.5 Retail

Summary:
When typing on a sign, you cannot press enter to scroll around to the top line again.

Steps to Reproduce:

1. Place a sign
2. Type and press enter on 3 or 4 lines
3. Press enter again to get back to the top line

Observed Results:
Pressing enter makes the text input cursor go off the visible part of the sign.

Expected Results:
You should be able to scroll back to the top line of the sign.
