Scroll Wheel does not function

The title. There is no scroll in any menu or for changing active hotbar slot. Machine is an ASUS X53U laptop, about 4 years old. Same effect with different mice, only the scroll function seems affected, and only in Minecraft - no other app has any troubles that I can detect.
