Put two different enchantments on the anvil and change the order of the enchanted items that are in the anvil slots the amount of XP that is requested is higher

Steps to Reproduce

1. Pick up any item or tool that is enchanted with two different Enchantments
2. Also take an anvil and place the Enchanted items in each slot. See the amount of XP requested
3. Now invert the slots that each Enchantment was
4. As you see the amount of XP increases even if the item has not yet been damaged
