Offhand Items + Bow Bug

Summary:
Items held in the offhand slot look our of place when using a bow.

Steps to Reproduce:

1. Equip arrows or a totem in the offhand slot
2. Change camera to Third Person View
3. Draw the bow and move the camera
4. Notice the offhand items move out of sync with the arm

Observed Results:
The offhand items are misaligned

Expected Results:
The offhand items should move in relation to the arm/hand position
