Shulkers Cannot Be Teleported With Commands

Summary:
Shulkers cannot be teleported using commands, as they can in Java.

Steps to Reproduce:

1. Spawn several shulkers nearby
2. Use the command /tp @e[type=shulker] @p
3. Notice that the success message pops up on screen
4. No Shulkers have been teleported
5. Using a command block, use the command /tp @e[type=shulker] ~ ~ ~
6. Activate the command block several times
7. The shulkers won't teleport, but some will take damage

Observed Results:
The Shulker mobs won't teleport, and if a command block is used, they may take damage.

Expected Results:
It should teleport them to the player, or to the coordinates given.

Notes:
When testing this, the shulkers would disappear if coordinates several thousand blocks away were used. (Could not find them though!)
