Clouds render underwater when fancy graphics are disabled

When you turn off fancy graphics clouds can be seen while underwater if you are semi deep. (See photo attached.)

Steps to reproduce

• Have all settings related to graphics set ON by default.
• Disable Fancy Graphics.
• Find a deep ocean.
• Go deep underwater.
• Notice that clouds render while underwater when they shouldn't.
