Incredible sound lag ( ~2 sec delay )

Model: Huawei Nexus 6P
Issue: All sounds have a delay for about 1-2 seconds, even in the menu.
It seems to be persistent and the delay length doesn't appear to vary much if at all.
I have tried reinstalling, closing any other background app that handles sound and changing settings to lowest. FPS seems to be pretty good around 30 so that shouldn't cause it.
I haven't experienced this issue in any app before.
The delay is really disorienting since your own footsteps at times seem to come from behind when I walk.
