A creative inventory Bug

In the 1.0.4 patch notes it said that a bug to do with inventory's have been removed, but I started playing and I cleared my hot bar then opened a chest and my hot bar was filled for no reason, also I want to mention I had items in my inventory but not in my hot bar. Why hasn't this been fix in creative(I don't think this has been in survival for a long time).
