target selectors not working

Count target selector not working.

Ex.
/tp @e[c=2] ~ ~ ~

Acts like the count was never included selecting all entities.

Another ex.
/tp @e[type=villager,c=1] ~ ~ ~

Teleports all villagers not the first.
