Title Command Not Fully Working

The /title command is not fully working inside command blocks. Some people are getting it to work, but a lot of people can't. I've tested title, subtitle and actionbar with no effect. Even if this ends up being a duplicate, I would like to at least request a reply with an proper example string for all 3.
