Zombies can convert villagers into zombie villagers regardless of difficulty

Steps to Reproduce:

1. Enter a creative world with the difficulty set to "Easy".
2. Spawn a villager and a bunch of zombies.
3. Notice that when the villager is killed by the zombie, it turns into a zombie villager. In the Java edition, this only occurs 50% of the time on Normal difficulty and always on Hard difficulty. It never happens on Easy difficulty in the Java edition.
