Horse Lock Rider Rotation Won't Respond For Several Seconds After Mounting

When I mount a horse (especially in shallow water) the horse will not follow my rotation of vision for several seconds. This means I cannot turn my horse for multiple seconds after mounting it, making quick getaways rather complicated.
