mobs/villagrs glitch through blocks

mobs will glitch through blocks upon chunk entry or world entry. I had about 40 villagers in a 7 x 2 x 1 area and when I loaded the chunks they flew allover the place. it only works if the mobs are on the edge of the chunk as far as I can tell.
