Crafting Tipped Arrows On A Crafting Table Seems A Bit Useless, because of the feature that you can create Tipped Arrows on cauldrons which has a regular potion on it by submerging/tap Arrows onto it and you can create 64 Tipped Arrows which cost 3 potions

On the Crafting, You can only have 8 Tipped Arrows on 1 Lingering Potion which is a bit harder to get, and you can only have 24 Tipped Arrows.

In this case, you can get more and easier to get Tipped Arrows on cauldrons and you can get less and harder to get Tipped Arrows on crafting

Players are more likely use the cauldron method rather than the Crafting method which makes the Crafting methods slightly useless
