Redstone comparator repeating circuit

The redstone comparator repeating circuit doesn't work anymore. The redstone dust turns on and off but when I attach a thing that needs redstone to activate. It acts more like if there's a continuous redstone signal than turning on and off repeatedly.
It seems like the redstone tools/blocks (like a piston) need a delay to delay to reactivate unlike the Java version.
