Enderman spawn rate is low

Endermans not spawning in overworld or are extremly rare. Have seen only one on 15 hours playing. ( probably from 16.2 update - on 15.XX endermans were common ) Easyest is now find all 3 skulls to spawn wither than find one ender pearl.
