Wither has strange behavior when flying

Steps to Reproduce

• Make a superflat world in Creative.
• In Creative Mode Create the Wither Boss.
• Spawn some mobs further away from him.
• Wait for the wither to fly to target mobs.
• The Wither Boss attacks normally, but then sometimes starts to fly around frantically for a while before attacking again.
