Ocelots taming and running away issue

After finding an wild ocelot, holding a fish will cause them to come to you in their normal manner however they will not tame and will not freek out and run away. I have tried over 30 fish (hearts but no tame) and jumped up and down as the ocelot approches (it didn't appear to mind).
I have tried spawning an ocelot in creative and tamed successfully, it is my survival world started with 0.16.0 release which is affected.
