Nether Maps are "pre-zoomed" when created.

Reproduction:
-Go to the Nether.
-Make a map there.

Result:
When newly made, the map should be filled completely, but it isn't. They're 'pre-zoomed' (128x128 maps have a zoom similar to the 256x256 maps, etc).
