Purchases made on one device aren't available on another(with Xbox Live)

I bought a few skin packs on my Kindle Fire, whilst logged into Xbox Live. A few days later, I wanted to use them on my Windows 10 tablet, which has to be logged in to use them. When I went into the skin selection menu, the skin packs that I had bought were still locked.
