Mobs no longer rotate their bodies when looking around

The bug

When mobs are standing still and looking around, either at the player or randomly, they no longer rotate their bodies, only their heads. This worked correctly in 1.21.50, but no longer works in 1.21.70. This breaks a map I'm working on.

How to reproduce

1. Build a fence around a one-block floor
2. Spawn a husk inside
3. Stand near the husk

Expected results
The husk should turn to face you

Observed results
The husk looks at you with its head, but its body remains completely fixed
