Marketplace Cannot Complete Purchase

I play Minecraft on an Xbox One X. When attempting to "purchase" the Realms Celebration Map and another Free item I keep getting a message saying "Whoops Something Went Wrong. We are unable to complete your purchase at this time. Maybe check your internet connection."  I have tried rebooting Minecraft, my Xbox and my router. 

After submitting a ticket to Microsoft it was recommended that I uninstall and reinstall Minecraft. I did this and the issue still persists. As an experiment I tried to purchase an item using minecoins and the purchase seemed to go through without a problem.
