Need to "Purchase Pack" to load world with no active pack

When trying to load my world I am prompted to purchase pack and unable to play
even after removing or adding owned pack the same message shows up. Clicking yes attempts to bring me to the marketplace but is says its down, I am able to open the marketplace normally. This affects some worlds including my main test world but not all.
