/testforblock says "did not match expected block state" even when it does.

picture is what is says, the block is set to open bit=true. but it says it isn't

/testforblock -9 -23 74 lever["open_bit"=true] is the command it used.

steps to reproduce

1. put down a lever or a button.
2. use the test for block, making sure that it is trying to find a specific block state.
