Steps to Reproduce:
1. Create a creative world
2. Spawn an allay
3. Change gamemode to survival and player permissions to visitor.
4. Try to interact with allay

Observed Results:
Visitors are able to interact with allays.

Expected Results:
Interaction with allays should not be allowed.
