The sound of using hoes in Bedrock Edition doesn't match Java Edition

Using a hoe in Bedrock Edition to plow the soil emits the gravel step sound instead of emiting the actual soil plow sound like Java. I decided to report this bug myself since the other two reports I found were marked as invalid.
