Anvil immediately undoes enchants, leaving me with unenchanted item yet damaging anvil

Anvil seems normal when going to enchant, but immediately undoes the enchant after clicking the item, yet damages the anvil despite doing nothing

After the video I tried more and the anvil broke and my boots and enchanting book disappeared
